Is there a congestion charge in NYC?

NYC Congestion Pricing is $2.75 below 96 street in Manhattan. In 2019 New York State Tax Law imposed a surcharge that is added to the charge for transportation that both begins in, ends in, or passes through the area of New York City in the borough of Manhattan, south of and excluding 96th Street applies to transportation in for-hire-vehicles that carry people. The congestion surcharge cannot be taken out of the driver’s pay and must be passed on to the passenger.
